This is a vague guideline for stores to be certain whether or not food will look good for the consumer- it has very little to do with whether a food is expired, unsafe, or isn't going to taste good. It's not the same as the expiration date.
Best before| best if used by:
An indicator of food's flavour and look, but not necessarily an indicator of food safety.
Used by| expiration date:
This is the strongest indicator of food safety. If you consume food past a "use by" date, then you could be taking a gamble. A use-by date is the same as an expiration date.
